AUTHORIZATION OF THE INCURRING OF NONELECTORAL DEBT BY THE ISSUANCE OF GENERAL OBLIGATION BONDS, REFUNDING BONDS SERIES C OF 2008 AND SERIES OF 2012, ALL IN ACCORDANCE WITH THE LOCAL GOVERNMENT UNIT DEBT ACT

AUTHORIZING THE INCURRING OF NONELECTORAL DEBT BY THE ISSUANCE OF GENERAL OBLIGATION BONDS IN AN AGGREGATE PRINCIPAL AMOUNT NOT-TO-EXCEED ELEVEN MILLION EIGHTY THOUSAND DOLLARS ($11,080,000); COVENANTING TO PAY, AND PLEDGING ALL AVAILABLE TAXING POWER OF THE LOCAL GOVERNMENT UNIT FOR THE PAYMENT OF, THE BONDS; ESTABLISHING A SINKING FUND AND APPOINTING A SINKING FUND DEPOSITORY; FIXING THE FORM, MAXIMUM INTEREST RATES, MATURITY DATES, REDEMPTION AND OTHER PROVISIONS FOR THE PAYMENT THEREOF; AUTHORIZING THE ACCEPTANCE OF A PROPOSAL FOR THE PURCHASE OF THE BONDS; AUTHORIZING A FILING OF REQUIRED DOCUMENTS WITH THE DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT; RATIFYING AND DIRECTING CERTAIN ACTIONS OF OFFICERS; AND MAKING CERTAIN OTHER COVENANTS AND PROVISIONS IN RESPECT OF THE BONDS.

APPROVAL OF TAX COLLECTOR ANNUAL COMPENSATION

RESOLVED that pursuant to Sections 35 and 36.1 of the Local Tax Collection Law, the Board of School Directors of the Crawford Central School District hereby sets the annual compensation of each of the tax collectors for the Crawford Central School District (with the exception of the City of Meadville) for the period from January 1, 2018 through and including December 31, 2021 as follows: base compensation of $1,000.00 plus $8.00 per taxable parcel, or $10.00 per taxable parcel if tax is paid in installments. Compensation will be paid monthly and will be based on the number of taxable parcels collected. The first monthly payment for each year will include the $1,000 base. The final payment will include the number of taxable parcels turned over to the District as uncollected parcels for each year.

BE IT FURTHER RESOLVED that with respect to the per capita tax, the Board of School Directors of the Crawford Central School District hereby sets forth the annual compensation of each of the tax collectors for the Crawford Central School District (with the exception of the City of Meadville) for the period from January 1, 2018 through and including December 31, 2021 as follows: five percent of the amount of per capita taxes collected for each year. Compensation will be paid on a monthly basis for each year.

APPROVAL OF THE SECOND AND FINAL READING OF THE INNOVATIONS CLASS CURRICULUM – CCSD – GRADES 9-12

RESOLVED, that the Board of School Directors of Crawford Central School District hereby approves the Second and Final Reading of the Innovations Class Curriculum – CCSD – Grades 9-12 (Attachment)

APPROVAL OF THE SCHOOL RESOURCE OFFICER AGREEMENT WITH THE CITY OF MEADVILLE

RESOLVED, that the Board of School Directors of Crawford Central School District hereby approves the School Resource Officer Agreement with the City of Meadville for a period commencing on February 25, 2017 and continuing through June 30, 2020 (Attachment)

APPROVAL FOR THE MEADVILLE AREA SENIOR HIGH SCHOOL JUNIORS AND SENIORS TO TRAVEL TO WASHINGTON D.C.

RESOLVED, that the Board of School Directors of Crawford Central School District hereby approves the Meadville Area Senior High School juniors and seniors traveling to Washington, D.C., on April 30, 2017, at no cost to the District (Attachment)

APPROVAL OF PENNSYLVANIA MUSIC EDUCATORS ASSOCIATION EVENTS

RESOLVED, that the Board of School Directors of Crawford Central School District hereby approves the following PMEA events:

  • Meadville Area Senior High School Orchestra participating in the PMEA Western Regional Orchestra in DuBois, Pennsylvania, on March 9-11, 2017, at a cost to the District of $1,168.80 (Attachment)
  • Meadville Area Senior High School Band participating in the PMEA Region Band in Port Allegany, Pennsylvania, on March 23-25, 2017, at a cost to the District of $1,738.80 (Attachment)
  • Cochranton Jr.-Sr. High School Band participating in the PMEA Region Band in Port Allegany, Pennsylvania, on March 23-25, 2017, at a cost to the District of $1,455.00 (Attachment)
